A: Only at an auction since you are buying property and not necessarily a “street legal” vehicle. This differs by state.
If you are buying the vehicle from the dealership, then it is no legal. They can only sell “street legal” vehicles since the intent is to buy a vehicle for road use.
If you already bought it, there may be a warranty from the dealer, or a default lemon-law from the state (usually 30 days). Otherwise you are stuck and must fix it at your expense.
Q: Just what is a cat C designation on a used car?

I googled VOSA and MoT, neither of which I have heard, and they appear to be unique to UK. I’m in Minnesota, USA. We have a Department of Transportation, DOT, and Department of Motor Vehicles, DMV, that seems similar to MoT and VOSA.
A: It means it has been an insurance write-off, Cat A & B are sold to registered breakers ONLY and can never be used on the road again, Cat C & D mean that the cost of repairs exceeds the market value (or reasonable percentage) of the cars market value.
Insurance companies must repair the car using new parts and recognised bodyshops, so often people buy these and use secondhand ( or cheaper non genuine) parts and cheap, or own, labour.
Cat D cars can then be used on the road again (as long as it still has MoT etc), Cat C’s need a VIC (Vehicle Identity Check) from VOSA to ensure that the car you have is the car it is meant to be, this does cost and needs to be booked through VOSA, this is to check the identity of the vehicle only and it is NOT an MoT and you will still need to Mot the vehicle (as Cat C also cancels MoT).
Cat C/D will be shown on a HPi check and will mean that the car will have a lower than normal value.

Whether you buy new or used, the most important thing is that you look for models that have been given high safety ratings. Once that requirement has been satisfied, I would look for good fuel economy. You can find complete ratings for all kinds of cars, both new and used, on websites like Edmunds.com.
If you do find a used car that you are really interested in, I would recommend getting a carfax report on it. At the very least, have your family mechanic check it over before even think about signing anything.
As a beginner driver, I think you would feel most confident in a car that has already been broke in.

A: To put a car in a state of storage, several things should be done.
Firstly the battery will sulphate and discharge itself within a matter of weeks unless it’s brand new. Remove it from the car and connect it to a trickle charger. Or, depending on how old the battery is, it may be worth just buying a new battery when you want to use the car again.
Secondly the brakes, gearbox, wheel bearings and engine need to be ‘excercised’ maybe once a week by starting the car, allowing it to heat to normal temperature and driving it up and down the road using the brakes and handbrake. If this is not done then the brakes will sieze up and these are expensive to replace.
You should also make sure the car is well topped up with clean oil and water/antifreeze.
Finally, clean the car and under wheel arches, door and boot sills etc, or dirt will retain moisture and may rust the car, and then spray all locks, hinges and cables with WD-40 or similar.

Q: Has anyone ever used a portable defroster for their car? how useful are they?
I’ve recently found out that my defroster is causing some problems in my car, so until I can pay for the repair I have to stop using it and I live in MN so it is a need right now. Fortunately my heat is still working. I just need to know if the protables are effective enough to get me through this winter.
A: they will help to unthaw the winshield. but the portable pulls a lot of juice, and after about five or ten minutes. usually blows the fuse. they are not a safe alternative, for your defroster.
